seems like we haven't actually looked at the comments for the bootstrap.php for quite a while.
I tried to clean things up and adjust things accordingly to what each call actually does.
Also I removed the
bootstrap_cli.phpsince there was just so little in there that it felt unnecessary to have an extra file for that.If users want to extract configs/bootstrap logic from that file then they should just do it themselves.
